Despite public frustration and continued outages in certain parts of Siquijor, the root of the problem may no longer lie with SIPCOR, the island’s power generator. As of June 30, 2025, SIPCOR has already restored 10 of its 12 generating units, delivering enough capacity to meet the island’s power demand.

According to official internal updates, 8 units—located in Siquijor and Lazi—are producing stable output. SIPCOR’s operational capacity, together with 2 additional online units from a third-party provider (UPRI), brings the island’s total number of online units to 10, generating a guaranteed dependable capacity of 14.570 MW. This exceeds Siquijor’s peak demand of 7.861 MW, meaning there is now enough supply to go around.
Additionally, Siquijor’s backup capacity is 6.709 MW, which acts as a reserve to maintain power stability and ensure uninterrupted supply during peak demand or system contingencies.
Difference Between Creation and Distribution
The answer may lie in the distribution side, which is handled by PROSIELCO, the provincial electric cooperative. While SIPCOR “makes the power,” it’s PROSIELCO’s job to deliver that electricity to homes and businesses across the island.
Reports from the Energy Regulatory Commission (ERC) and the Department of Energy (DOE) have flagged multiple issues with PROSIELCO’s infrastructure: delays in line upgrades, improper sectionalizing equipment, and frequent faults from vegetation, wildlife, or equipment failure. Even if SIPCOR and UPRI are supplying enough power, these distribution faults can prevent electricity from reaching end-users.
Adding to this, several areas remain affected by line-specific issues like damaged transformers or reclosers, which are under PROSIELCO’s jurisdiction, not SIPCOR’s.
The bottom line: SIPCOR has fulfilled its role in restoring generation. If your area is still dark, the issue is likely with how power is being routed—and not a matter of whether there is enough power.
