The Philippines and the United States are expanding their health partnership through a five-year agreement focused on improving the country’s response to HIV and tuberculosis (TB). The U.S. Embassy in the Philippines and the Department of Health (DOH) signed the P42 billion Health Strategic Objective Agreement to strengthen capabilities in disease detection, treatment and prevention.

Joint Investment in Health Systems
Finalized on July 22, the agreement provides for substantial funding from both countries over the next five years. The Philippines has committed to over P30 billion for its health systems, while the United States, through its government and Congress, plans to contribute more than P11.8 billion during the same period.
The funding will be directed toward programs addressing HIV and TB across the country. Among the areas identified for support are broader disease surveillance, improved laboratory capabilities for detecting infections, faster responses to outbreaks and better coordination of health services across different disease management programs.
U.S. Ambassador to the Philippines Lee Lipton welcomed the agreement, describing the expanded cooperation as an important step in the two countries' health partnership.

The U.S. Embassy said the joint investment is intended to strengthen the country's health system while supporting efforts to contain infectious diseases.
“The agreement will save American and Filipino lives, increase the resiliency of the Philippine health system through coordinated co-funding, and promote innovations to slow the spread of infectious diseases, like TB and HIV, that threaten both the United States and the Philippines,” the US Embassy in the Philippines said.
Strengthening Disease Response Nationwide
The agreement places emphasis on building capabilities that can help health authorities identify and respond to infectious disease threats more effectively. Investments in surveillance and laboratory detection, for example, can help provide health workers with stronger tools for identifying cases and responding to outbreaks.
The signing also took place during U.S. Secretary of State Marco Rubio’s visit to Manila. Rubio noted that the agreement represents a key milestone in the administration of President Donald Trump’s America First Global Health Strategy.
For Filipinos, stronger disease surveillance, detection and treatment capabilities can translate into more responsive health services and better preparedness for infectious disease threats. At the national level, the partnership also strengthens the Philippines' health infrastructure and capacity to manage diseases such as HIV and TB, while reinforcing cooperation between the two countries on public health challenges that can affect communities on both sides.
