Following their recent coordination meeting to expand life-saving training for transport frontliners, Bell-Kenz Pharma and the Department of Transportation’s Special Action and Intelligence Committee for Transportation (DOTr-SAICT) formally sealed their partnership through a Memorandum of Understanding (MOU) signing held yesterday at the Coast Guard Base Farola in Manila.
The agreement institutionalizes the rollout of the Sagip CPR program across the country’s primary transportation sectors, reinforcing both parties’ shared commitment to strengthening emergency preparedness in high-traffic public spaces.

Formalizing a Shared Commitment to Public Safety
The MOU was signed by CG Commodore Oliver Sy Tanseco, Commander of DOTr-SAICT, and Dr. Luis Raymond T. Go of Bell-Kenz Pharma Inc. The partnership is designed to provide Hands-Only CPR training to frontliners stationed at key transportation hubs, including bus terminals, rail stations, airports, seaports, and integrated transport terminals nationwide.
Dr. Go expressed optimism about the program’s impact.
“We are very happy that through Commodore Tanseco, we are extending our advocacy through their help and support. We will be able to extend this capability and individual capacity to help those who are critically in need in the most delicate times. We’re happy, and we will continue to support this program, and we will continue to collaborate with the Philippine Coast Guard on how else we can make life better for everyone.”
Commodore Tanseco also acknowledged Bell-Kenz’s contribution.
“Our people will benefit from the assistance of Bell-Kenz Pharma. Today, we are blessed because of Bell-Kenz’s heart for the Philippine Coast Guard,” he told Dr. Go.
Under the agreement, DOTr-SAICT will facilitate the planning and execution of training sessions across these key areas, ensuring that personnel stationed in high-density commuter locations are equipped with essential life-saving skills. The agency will also coordinate with relevant government and private sector partners to streamline implementation nationwide.
Expanding Sagip CPR Nationwide
The MOU marks a significant step in advancing Bell-Kenz’s vision of a “CPR-ready Philippines.” Through Sagip CPR, the Bell-Kenz has been conducting hands-on training sessions in partnership with local government units, schools, and community groups, to build a network of trained responders capable of acting quickly during cardiac emergencies.
By formalizing its collaboration with DOTr-SAICT, the program now gains structured access to transport frontliners who are often the first to respond when medical incidents occur in terminals, busways, airports, and ports.
The initiative is expected to roll out in phases, beginning with key transport corridors and gradually expanding to regional hubs across the country, further strengthening the nationwide emergency readiness network envisioned under Sagip CPR.
