PAGASA rainfall data indicated that more rain fell in Quezon City during the super typhoon Carina-enhanced southwest monsoon. The recent storm has caused the worst flooding in Metro Manila in recent years, more than tropical storm Ondoy which hit the metro in September 2009.
In a 24-hour span, from 2:00 a.m. of July 24 up to 2:00 p.m. of July 25, PAG-ASA's Science Garden station in Quezon City recorded 461.4 millimeters of rain. This rain is nearly a month's supply.
Ondoy had 455 mm of rain in a 24-hour period, with 341.3 mm falling in just six hours.
Ondoy-like Widespread flooding
Carina and the subsequent habagat rains drew comparisons to Ondoy for the widespread flooding that brought Metro Manila to its knees.
Heavy rain hit Metro Manila starting July 22, and red alerts were issued repeatedly starting at 3:00 a.m. until 5:00 p.m. Carina intensified July 24's heavy monsoon rains that pounded the area continually.
Due to extensive flooding, the Metro Manila Council proclaimed a state of calamity for the whole Metro Manila on July 25.
Habagat damages
According to a report from the National Disaster Risk Reduction and Management Council
(NDRRMC), tropical cyclone Butchoy, habagat, and Carina combined to harm over 245,000 families, or 1.1 million people.
In addition, 49 roads, 8 bridges, and 69 cities and towns lost power as a result of the tropical cyclones and habagat.
The severe weather also caused agricultural damage totaling over 9.7 million.
The NDRRMC further stated that at least 292 homes sustained damage. Thus far, the government has allocated close to P3.8 billion in aid and disbursed P776,000 in aid.
