Valenzuela City is making scholarship assistance more convenient for students through a new digital payout system designed to give beneficiaries quicker access to their financial grants. Mayor Wes Gatchalian led city officials in launching the Dr. Pio Valenzuela Digital Scholarship Payout at the Pamantasan ng Lungsod ng Valenzuela.

797 Scholars to Receive Grants Through ATM Cards
Under the new system, scholarship grants will be distributed through LandBank ATM (automated teller machine) cards, reducing the need for scholars to go through lengthy manual transactions. A total of 797 “Valenzuelano scholars,” including 205 incoming freshmen, can now access their grants using their ATM cards.
The launch also included an orientation and contract-signing activity for the new group of scholars. Before the digital disbursement system officially began, qualified students completed their scholarship contracts and participated in an orientation conducted with the assistance of the bank.
Scholars were briefed on how to access their financial assistance through their enrolled bank accounts. The activity also included the ceremonial distribution of their ATM cards, giving beneficiaries a direct means of receiving their scholarship grants.
For the city government, the partnership with LandBank is part of its effort to use technology to improve the delivery of public services. The digital setup is intended to make scholarship assistance more accessible while reducing the inconvenience involved in traditional payout procedures.
Gatchalian said the system is expected to address long waiting periods and lessen the need for scholars to spend time in queues. The goal is to ensure that students can receive their financial support in a more timely and organized manner.
“I am truly delighted. It feels deeply fulfilling to know that the city government’s funds are being spent wisely. It brings me joy to see the positive change this brings to the lives of our scholars. I hope we sustain and strengthen this effort — let us not squander this opportunity,” the city chief executive said.
Continuing Support for Valenzuelano Students
The digital payout system builds on the existing Dr. Pio Valenzuela Scholarship Program, which has supported thousands of students over the years. The city government said it will continue improving the way its education programs are delivered as part of its broader efforts to assist “Valenzuelano” learners.
Beyond making scholarship releases more convenient, the shift to digital disbursement shows how local governments can use technology to remove practical barriers from accessing public assistance. For students and their families, faster and more accessible scholarship payouts can mean less time spent on administrative processes and more time focused on education, while also demonstrating how digital public services can make government support more responsive to everyday needs.
