President Ferdinand R. Marcos Jr. has put forward a significant initiative to create a Department of Water Resources, aiming to reorganize and streamline the country’s water management systems. During the 6th Legislative Executive Development Advisory Council (LEDAC) meeting held at Malacañang Palace, he emphasized the necessity of this department in light of escalating climate change impacts. "We must direct our efforts and attention to water management," he stated, underlining the urgency of the situation.
Executive Version of the Bill to be Released
In response to inquiries about the structure of the proposed department, President Marcos confirmed that the Malacañang would soon release an executive version of the Department of Water Resources bill. This draft is intended to facilitate discussions and debates within the Senate. Senate President Francis Escudero expressed support, noting that the bill will be critical for legislative deliberations and will serve as a basis for more in-depth discussions on water resource management.
Comprehensive Flood Control Strategy
President Marcos highlighted that issues such as flooding and irrigation require more than just isolated solutions. "These problems cannot be solved on a piecemeal basis," he remarked, stressing the need for a cohesive strategy that includes all relevant agencies. He proposed that flood control responsibilities be assigned directly to the new water resources department, with the National Irrigation Authority (NIA) acting as a coordinating agency. The President pointed out that water does not adhere to municipal boundaries, which necessitates an overall plan to effectively manage resources. "Water flows where it can, and we need to approach its management with a broad perspective," he added.
The establishment of the Department of Water Resources is seen as a pivotal step in addressing the Philippines' long-standing issues related to water management, paving the way for sustainable practices and improved disaster preparedness as the nation faces increasing environmental challenges.
