The Philippines will take part in major regional naval exercises in Penang Island, Malaysia, from August 15 to 22, in a bid to enhance maritime cooperation and security among Southeast Asian nations. The Philippine Navy’s Naval Task Group 80.5, aboard BRP Antonio Luna (FF151), will participate in the 3rd ASEAN Multilateral Naval Exercise (AMNEX) hosted by the Royal Malaysian Navy.
The event, held alongside the ASEAN Fleet Review, carries the theme “Camaraderie and Coaction” and aims to strengthen coordination between ASEAN navies through harbor events and at-sea activities. These exercises are designed to address common maritime security challenges while fostering stronger ties between regional forces.

Strengthening Cooperation at Sea
Following AMNEX, the Philippine Navy will also join the 25th Maritime Training Activity (MTA) Malphi Laut 2025 from August 25 to 29. This bilateral training with Malaysia focuses on improving interoperability between the two forces through joint planning, navigation, and tactical engagements.
While Malaysia and the Philippines maintain unresolved disputes, notably over Sabah and overlapping claims in the South China Sea, both sides continue to cooperate on security efforts in the region. The Permanent Court of Arbitration has previously ruled in favor of the Philippines on its exclusive economic zone rights in the South China Sea, which includes areas also claimed by Malaysia.
Shared Security Goals Despite Disputes
Malaysia remains one of several ASEAN nations with overlapping maritime claims in the South China Sea. In addition to these disputes, the ownership of Sabah, historically referred to as Northern Borneo, was brought to the United Nations in 2020 but remains unsettled.
Despite these differences, joint training activities like AMNEX and MTA Malphi Laut demonstrate the region’s commitment to collaboration in safeguarding vital sea lanes. The exercises are expected to enhance mutual understanding, operational coordination, and readiness for potential security challenges across ASEAN waters.
