New DOH-DMW Pact Aims to Expand Health Services for OFWs

Access to healthcare for overseas Filipino workers and their families may soon improve following a new partnership between two key government agencies aimed at addressing the unique health needs of migrant workers.

The Department of Health (DOH) and the Department of Migrant Workers (DMW) formalized a Memorandum of Understanding during the 2026 Migrant Workers' Health Summit in Quezon City on Tuesday. The agreement seeks to strengthen coordination between the two agencies and expand healthcare services available to Filipinos working abroad and their loved ones back home.

Strengthening Health Support for Migrant Workers

The partnership underscores the government's efforts to ensure that healthcare remains accessible to OFWs, who often face challenges linked to living and working overseas. During the summit, Health Secretary Ted Herbosa emphasized the importance of closer collaboration between agencies in addressing the needs of migrant workers.

“This reflects our shared commitment to improve coordination, strengthen our service delivery, and ensure that the health and well-being of Filipino migrant workers remain a national priority,” Herbosa said during the summit.

The health chief also pointed out that while migration opens economic opportunities for many Filipinos, it can also expose workers to various health risks.

"Migration creates opportunities for millions of Filipinos, but it also presents unique health challenges, including occupational risks, communicable diseases, mental health concerns, and barriers to accessing health services," Herbosa added.

The agreement is expected to help streamline healthcare programs and improve access to medical services for OFWs regardless of their location.

Focus on Mental Health and Preventive Care

Among the services highlighted during the summit were the DOH's telemedicine initiatives, particularly those geared toward supporting the mental well-being of migrant workers. According to Herbosa, mental health remains a key concern for many Filipinos living and working abroad.

“So our psychiatrists from the National Center for Mental Health provide online psychosocial support,” said Herbosa.

The two-day Migrant Workers' Health Summit also offers free medical services to attendees. These include screenings for hypertension, diabetes, cancer, tuberculosis, and HIV, along with nutrition assessments designed to help identify and address potential health concerns early.

Migrant Workers Secretary Hans Leo Cacdac likewise stressed the importance of extending support to OFWs beyond their economic contributions, noting that they should receive assistance especially during times when they need help.

For millions of Filipino families who depend on overseas employment, improved healthcare access can provide added security and peace of mind. Strengthening health services for OFWs not only protects the country's modern-day heroes but also helps ensure that the economic benefits they bring home are supported by programs that safeguard their physical and mental well-being.
