Business Boom: Ilagan Named Most Biz-Friendly LGU

The City of Ilagan, Isabela, has once again proven its economic leadership after being named the Most Business-Friendly Local Government Unit (LGU) among Level 2 cities at the 51st Philippine Business Conference and Expo (PBC&E). The back-to-back recognition reinforces Ilagan’s growing reputation as a thriving hub for agriculture, tourism, and business in Northern Luzon.

Dubbed the “Corn Capital of the Philippines,” Ilagan bested other top contenders, including Biñan, Calamba, Legazpi, and Tarlac, securing its second consecutive win in the prestigious national search. With this latest award, the city now stands one title away from entering the Hall of Fame for business excellence.

A Magnet for Investment and Growth

Mayor Jay Diaz expressed pride in the recognition, highlighting how the city’s consistent efforts have made it a competitive and investor-friendly destination.

“This is a validation of the efforts of our LGU in terms of business-matching in encouraging our investors. The impact of this award is huge because local, multi-national and international investors will be more attracted to making an investment in the City of Ilagan, Isabela,” Diaz explained.

He, along with city head of general services Ricky Laggui, accepted the award from Executive Secretary Lucas Bersamin, Department of Information and Communication Technology Secretary Henry Rhoel Aguada, and Converge ICT CEO Dennis Uy, who also serves as chairman of the 51st PBC&E.

A City on the Rise

Beyond its business milestones, Ilagan has been gaining traction as a rising destination for sports and tourism. The city recently inaugurated its 10,000-seater Capital Arena, which hosted major events such as the PBA preseason games, Premier Volleyball League matches, and international competitions like the East Asia Super League. It is also vying for recognition as an ASEAN Clean Tourist City, underscoring its dedication to sustainable development.

Mayor Diaz emphasized that the award symbolizes more than just recognition—it reflects the city’s long-term vision for inclusive progress.

“More than the accolade and the award, we were able to uplift our fellow Ilaguenos in making Ilagan a livable city in 2030. We are trying to increase our purchasing power and strengthen our pillars in making Ilagan as a city with a robust economy,” the mayor noted.

With its sights set on becoming a livable city by 2030, Ilagan continues to balance economic growth with community development, proving that a strong local economy is built on both opportunity and vision.
