Masinloc-Oyon Bay In Zambales Hailed Best Locally Managed Marine Protected Area

The Masinloc and Oyon Bay Protected Landscape and Seascape (MOBPLS) has been recognized as the country’s top locally managed marine protected area, winning first place in the 2025 Para El Mar Awards held in Iloilo City.

The announcement was made on September 18, with MOBPLS earning the Outstanding Locally Managed Marine Protected Area award. Covering more than 7,500 hectares across Masinloc and Palauig in Zambales, MOBPLS is the first and only legislated marine protected area in Central Luzon under the Expanded National Integrated Protected Areas System Act of 2018.

A Model for Conservation

The award highlights MOBPLS’ role in balancing conservation with community needs. The bay is home to rare mangrove species, giant clams, mesophotic corals, and the threatened blue-spotted rabbitfish. It also serves as an eco-tourism hub, drawing visitors to San Salvador Island’s beaches and mango farms.

Department of Environment and Natural Resources (DENR) Region III Executive Director Ralph Pablo attributed the achievement to strong partnerships across agencies and communities.

“The recognition of MOBPLS as one of the country’s successful locally managed marine protected areas affirms that when we work together, we can protect our marine heritage and inspire a new generation of environmental stewards,” Pablo said.

Masinloc Community Environment and Natural Resources Officer Donaver Guevarra, who also heads the Protected Area Management Board, said their conservation measures include law enforcement, biodiversity monitoring, mangrove rehabilitation, and community livelihood programs.

“Along with community awareness and education initiatives, our team ensures strict monitoring and patrolling to prevent unauthorized structures, pollution, ecosystem destruction, and illegal fishing practices,” Guevarra explained.

Prize and Future Plans

As part of its win, MOBPLS will receive P1 million worth of projects and activities focused on reef, seagrass, and mangrove enhancement, as well as support for enforcement and climate resiliency measures.

The recognition also underscores MOBPLS’ potential as a model for other marine protected areas nationwide. Pablo noted that the award provides added motivation for stakeholders to expand reforestation, coastal defense, and biodiversity efforts to help communities adapt to environmental challenges.

With this recognition, MOBPLS stands not only as a vital natural resource but also as proof of what collaborative governance and community-driven conservation can achieve.
