Makati City Library Launches Honesty Book Trolley At City Jail

The Makati City Library has introduced the Honesty Book Trolley Project inside the Makati City Jail, giving Persons Deprived of Liberty (PDLs) free access to books that don’t need to be returned.

In partnership with the Alternative Learning System (ALS) and jail officials, the project aims to promote both education and rehabilitation. The concept is simple but meaningful: books are made available on an “honesty basis”, encouraging PDLs to practice trust, discipline, and a love for reading.

Promoting Rehabilitation Through Reading

More than just a collection of books, the project represents Makati’s commitment to inclusive education and rehabilitation. According to the city government, the initiative seeks to enrich the lives of PDLs by fostering knowledge, self-improvement, and hope—core values that support the reintegration of PDLs into society.

The trolley will stay inside the jail until the end of 2025, with new reading materials added every month to keep the collection fresh and engaging. Beyond leisure, the books will also help ALS teachers in conducting literacy and life skills sessions inside the facility.

Community Support Keeps It Going

The City Government has also opened the doors for public participation by accepting book donations. Anyone interested can drop off contributions at the 8th floor of Makati City Hall. These donations not only expand the library’s collection but also strengthen community involvement in shaping rehabilitation efforts.

With the Honesty Book Trolley Project, Makati underscores that rehabilitation is not just about serving time—it’s about rebuilding lives through trust, learning, and opportunity.
