Catanduanes Governor-elect Patrick Azanza has thrown his full support behind the national government's plan to establish a naval base on Panay Island in Bagamanoc, Catanduanes. The proposed base–to be operated by the Philippine Navy–is expected to play a key role in strengthening maritime defense and surveillance, particularly over the Benham Rise and the Philippine eastern seaboard.
In a public statement, Azanza emphasized that national security remains a priority and affirmed his commitment to working with the military.
“As governor-elect of Catanduanes, I shall always support and work for the interest of our country,” he said, adding that the base will not only protect Philippine waters but may also bring development to the province.
The Project’s Details
The Philippine Navy, led by Vice Admiral Toribio Adaci Jr., has identified the site’s strategic value, noting its proximity to key maritime zones. The base is envisioned as a forward operating location equipped with naval, air, and ground assets. It will also include facilities for monitoring activities in the Pacific and conducting rapid-response operations in the region.
The site previously hosted a U.S. Coast Guard Loran (long-range navigation) station, which operated in the early 1950s before being decommissioned in 1972. Reviving the location is seen as a practical move, making use of its history and location for modern defense needs.

While specific timelines and development plans have yet to be announced, coordination between the Armed Forces and the provincial government is already underway, particularly in terms of land acquisition.
Local officials and residents have expressed mixed reactions, with some hopeful about job opportunities and infrastructure improvements, while others raise concerns about environmental impact and community displacement. Still, the overall direction indicates growing support for enhancing national defense while ensuring local stakeholders are consulted.
