In a recent statement, the Metropolitan Manila Development Authority (MMDA) assured the public that all violations recorded by AI-powered CCTVs undergo manual validation by MMDA personnel to ensure their accuracy and that any erroneous citations will be promptly invalidated.
“When captured by AI-powered CCTV cameras, it will be subject to automatic review,” the MMDA Public Information Office (PIO) said to reporters in his latest update.
The Public’s Worry
With the recent implementation of the No Contact Apprehension Policy (NCAP), many motorists have raised concerns about the validity of recorded violations.
They pointed out that various factors–such as avoiding pedestrians, reacting to unforeseen circumstances not captured on video, or making necessary driving adjustments–can cause actions like swerving or briefly crossing lane markings, which may not necessarily constitute intentional traffic violations.
“This will be manually reviewed by NCAP personnel. The violation will be invalidated if the apprehension is found to be incorrect, especially if it can be verified that the driver gave way to emergency vehicles,” the MMDA PIO added in his statement.

The MMDA’s assurance of manual validation underscores its commitment to fair and accurate enforcement of the No Contact Apprehension Policy. While the use of AI-powered CCTV cameras enhances traffic monitoring and helps reduce physical contact between enforcers and motorists, the agency acknowledges the limitations of automated systems.
The agency’s pledge to dismiss erroneous citations offers motorists reassurance that the system remains just and responsive. Ultimately, the MMDA hopes that NCAP, supported by both technology and human judgment, will promote safer, more disciplined roads without compromising fairness or due process.
