QC Introduces Regulated Parking System In Busy Tomas Morato–Timog Strip

Quezon City has begun a trial implementation of a new parking regulation along Tomas Morato Avenue and Timog Avenue starting Monday, March 23. This initiative is designed to better organize the use of public parking in one of the city’s most vibrant commercial and nightlife districts.

Mayor Joy Belmonte emphasized the importance of the program in promoting order and accessibility in these busy areas. “As we improve and beautify our commercial areas, we must also ensure that public spaces are used fairly and efficiently. This parking system is about creating order, improving access, and making our streets work better for everyone,” she stated.

How the New Parking System Works

During the dry run, parking remains free and is offered on a first-come, first-served basis. Each vehicle is allowed a maximum of three hours in a parking slot to ensure that more motorists can find space in the highly trafficked area. The Quezon City Transport and Traffic Management Department (TTMD) will oversee the program’s operations.

Upon parking, drivers will receive a ticket indicating the time of entry. Motorists exceeding the three-hour limit will be issued a notice of violation, which must be settled at the TTMD main office. The city reminded the public that only authorized TTMD personnel can issue parking tickets and that no fees will be collected during the trial period. Unauthorized collection should be reported immediately.

Part of QC’s Broader ReVibe Initiative

This pilot program will continue until the proposed Public Pay Parking Ordinance is approved, which will formalize a regulated parking system in the Tomas Morato–Timog area. The initiative is part of the city’s broader QC ReVibe program, which seeks to revitalize and improve infrastructure in key commercial districts.

Under QC ReVibe, improvements already underway include rehabilitated roads and sidewalks, upgraded street lighting, installation of tactile paving for pedestrians, and removal of obstructions to enhance safety and accessibility. The city hopes these measures will make commercial areas more user-friendly, reduce urban clutter, and ensure that public spaces are inclusive and efficient.

The new parking system is expected to benefit both residents and visitors by reducing congestion, increasing the availability of parking spaces, and creating a more orderly environment in one of Quezon City’s busiest hubs. By streamlining access and improving traffic management, the program supports safer, more convenient mobility for all who live, work, or visit the area.
