A new facility dedicated to improving support and services for persons with disabilities (PWDs) has opened at Sugarland Road in Barangay Milagrosa, providing Cavite with a dedicated space designed around their needs.
Called Kalingyakap: Integrated Shelter, Support, and Services for Persons with Disabilities, the project was donated by philanthropist Tomas Delos Santos of the Delos Santos Family Foundation and is said to be the first of its kind, at least in Cavite province.

Facility Brings Multiple Services Under One Roof
The two-story facility occupies a 3,000-square-meter lot and was designed to accommodate a range of educational, residential, health, counseling and community support services.
It includes 20 classrooms and an administrative office, along with shower rooms and comfort rooms. The facility also has nine dormitory rooms, each accommodating five persons, providing space for beneficiaries who require residential support.
Health and wellness services are supported by a doctors’ area, infirmary, consultation room, and observation room. Other areas include dining and entertainment halls, a chapel, and a counseling room, allowing the facility to address needs beyond education and basic accommodation.
The facility was formally unveiled and blessed on Friday, with Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian, Interior and Local Government Sec. Jonvic Remulla, Cavite Gov. Abeng Remulla, Vice Gov. Ram Revilla, Cavite 5th District Rep. Roy Loyola, Mayor Dahlia Loyola and donor Tomas Delos Santos among those present.
City officials and representatives from the City Social Welfare and Development Office also attended the event.
Community Support for PWD Inclusion
The project was recognized as an additional resource for the local community, particularly in expanding access to facilities and services intended for persons with disabilities.
Rep. Loyola expressed appreciation to Tomas Ang of the Delos Santos Family Foundation Inc., an adopted son of Carmona, for donating the project and providing support to the city.
With spaces for learning, accommodation, health services, counseling and recreation in one location, Kalingyakap can help make support for PWDs more accessible within the community. For families in Cavite, initiatives like this can provide additional avenues for care and assistance, while the facility also reflects the broader importance of creating communities where persons with disabilities can access services and participate more fully in everyday life.
