In a decisive move to curb gambling-related risks, the Cebu City Council has passed a sweeping ban on all forms of gambling advertisements across the city. The measure, approved during the council’s regular session on Wednesday, aims to address concerns over addiction, financial strain, and the exposure of minors to gambling promotions.

All Forms of Gambling Ads Prohibited
The resolution, authored by Councilor Joel Garganera, prohibits gambling advertisements on billboards, posters, LED screens, digital platforms, online sites, and sponsored events. According to the council, such promotions significantly contribute to gambling-related social issues and normalize risky behavior, particularly among younger audiences.
“Gambling advertisements, both physical and digital, have been found to significantly contribute to gambling addiction, financial hardship, and other social issues that affect families and communities,” the resolution stated.
Officials noted that online platforms and community-sponsored events have accelerated exposure to gambling, prompting the need for stronger regulations.
Enforcement and Broader Community Impact
To ensure compliance, the resolution mandates city offices. including the Business Process and Licensing Office, City Police Office, and City Legal Office, to monitor and remove gambling ads throughout Cebu. Copies of the measure will also be shared with the Office of the Mayor, the Liga ng mga Barangay, and other relevant agencies.
Councilor Francis Esparis highlighted the importance of setting an example, urging government employees to avoid online gambling during office hours, while Councilor Paul Labra called on media outlets to exercise responsibility in curbing gambling promotion. The new ban builds on earlier measures, such as a July 2025 resolution directing government offices to block online gambling sites and VPN access on public networks.
City officials stressed that the combined steps are intended to protect vulnerable residents, promote responsible public behavior, and safeguard community well-being. By removing ubiquitous gambling advertisements, Cebu City hopes to reduce exposure to addictive behaviors, foster safer public spaces, and encourage responsible entertainment choices, an initiative that ultimately benefits all Filipinos, especially families navigating the challenges of modern urban life.
