Biliran’s Higatangan Island Vies For Spot On International Cruise Routes

The town of Naval in Biliran is positioning Higatangan Island as a potential stop on international cruise routes, following a site assessment conducted this week by French luxury cruise line Compagnie du Ponant and its partners.

The assessment, undertaken in preparation for the 2027–2028 cruise season, was led by Sylvianne De Tracy, director of cruise research and development of Compagnie du Ponant, together with Errol James Chicano, commercial development manager of Intercruises, and Vhino Alegarbes of Travel People Ltd. Officials from the Department of Tourism’s regional and provincial offices also joined the visit.

During the tour, the delegation visited various parts of the island to evaluate its readiness as a cruise destination, including its tourism attractions, access points, and community-based offerings.

Natural and Cultural Assets Highlighted

The assessment highlighted Higatangan Island’s pristine natural environment, scenic coastal landscapes, and rich cultural offerings, allowing the team to experience firsthand the island’s unique and authentic character.

“The visit represents a major step toward positioning Higatangan Island on the international cruise tourism map. If included in Compagnie du Ponant’s itinerary, the island is expected to gain increased global exposure and benefit from new tourism opportunities,” the Naval local government said in a press statement on Friday, January 31.

Higatangan Island, located in the capital town of Naval, is home to two villages—Mabini and Libertad—with a population of about 2,000. The island is known for its shifting sandbar, the underwater chapel “Capilla del Mar,” cliff-diving sites, and areas suitable for scuba diving.

Prospects for Sustainable Tourism Growth

Local stakeholders expressed optimism that the potential inclusion of Higatangan Island in future cruise itineraries would help boost sustainable tourism while preserving its natural and cultural heritage.

The island has previously welcomed international cruise visitors. On Dec. 12, 2025, Australian cruise ship MV Coral Geographer returned to Higatangan Island with 80 guests for a cultural immersion experience, highlighting local traditions and community activities.

With growing interest from global cruise operators, Naval officials and tourism stakeholders are hopeful that Higatangan Island will secure a place on international cruise routes, creating new tourism and livelihood opportunities while strengthening conservation efforts.
