On Friday, President Ferdinand Marcos Jr. signed two significant laws aimed at bolstering support for families affected by disasters and students facing financial challenges. The laws—Ligtas Pinoy Centers Act and Student Loan Payment Moratorium During Disasters and Emergencies Act—were signed in a simple ceremony at Malacañang Palace.
Ligtas Pinoy Centers Act: Safer Shelters for Disaster Victims
The Ligtas Pinoy Centers Act mandates the creation of evacuation centers that are fully equipped to provide safer shelters for individuals and families displaced by natural calamities. President Marcos emphasized the importance of having climate-resilient facilities that can withstand frequent disasters. “We need to ensure these centers can sufficiently respond to the needs of those affected,” he said, highlighting their role in empowering local government units (LGUs) to manage disaster risks more effectively.
These centers aim to offer a secure refuge for disaster victims, helping reduce the impact of calamities on vulnerable communities.
Student Loan Moratorium: Relief for Disaster-Affected Students
The Student Loan Payment Moratorium During Disasters and Emergencies Act will suspend the collection of student loans and waive penalties or interest during and after calamities. This law aims to provide financial relief to students and their families, allowing them to focus on recovery without the burden of loan repayments. “This law will help lessen the financial burden on students as they rebuild their lives,” Marcos noted.
The law seeks to ensure that students can continue their education despite the challenges posed by natural disasters.
Supporting Education and Welfare
With these new laws, President Marcos reaffirmed the government’s commitment to supporting both disaster victims and students. He assured the Department of Education that schools would now be used solely for education purposes, while agencies like CHED and TESDA will provide support to students facing financial hardships, ensuring that education remains uninterrupted during crises.
