The Philippine Statistics Authority (PSA) has made it easier for Filipinos to access vital civil records without the long wait at government offices. Through its Serbilis website, individuals can now view official certificates online, reducing the need for in-person visits and streamlining the process for everyday requirements.

What Records Are Available Online?

According to an advisory issued by National Statistician and Civil Registrar General Dennis Mapa, Filipinos may now request online copies of birth, marriage, and death certificates, as well as the Certificate of No Marriage (CENOMAR) and Certificate of No Death (CENODEATH).

Instead of a printed copy, applicants will be issued a Web Access Information Slip containing the web address and a unique access code. This code grants them digital access to their requested document for 60 days. The system is designed for quick reference and verification when a physical, SECPA-printed copy is not required.

The Viewable Online and DocPrint services are part of the Civil Registry System – Information Technology Project Phase II, which aims to improve accessibility and efficiency in civil registration services.

The PSA emphasized that only the document owner may process payments or pick up documents. In cases of deceased individuals, only the nearest of kin may do so and authorized representatives will not be permitted.

Mapa clarified that while the online service works like the Copy Issuance system, the digital version is not printed on security paper. For official transactions, such as passport applications or legal proceedings, individuals must still request physical SECPA-certified copies.

Fees, Payment, and the DocPrint Service

The fee for viewable online copies is ?130 for birth, marriage, and death certificates, and ?185 for CENOMAR and CENODEATH. Payments may be made at any PSA Civil Registry System (CRS) outlet—no appointment booking necessary.

For those who need printed copies, the PSA offers a DocPrint service at ?80 per copy. To avail of this, applicants must present proof of the access code used for their online copy. DocPrint requests are also payable at CRS outlets without the need for prior scheduling.
