The Department of Agriculture (DA) is rolling out assistance to farmers after recent storms and heavy rains caused P135.5 million in agricultural damage and losses across the country.
Tropical Cyclones Luis and Maymay, along with the southwest monsoon, affected 4,516 hectares of farmland in the Ilocos Region, Central Luzon, Calabarzon, Mimaropa and Western Visayas.
Around 6,010 farmers were affected, with production losses estimated at 4,465 metric tons.
DA Mobilizes P106.5 Million in Aid
Agriculture Secretary Francisco Tiu Laurel Jr. said the damage is a setback to the country’s production plans, but the government is already providing support.
“This is a minor setback in our production plans. The fisheries sector has also been affected, but we have not quantified that yet,” Tiu Laurel said.
The DA has allocated P106.5 million in assistance, including fertilizers and rice, corn and vegetable seeds to be distributed through its regional field offices.
Livestock farmers will also receive medicines and animal feeds.
Affected producers may apply for the Agricultural Credit Policy Council’s Survival and Recovery Loan Program, which offers up to P25,000. Interest-free working capital loans, repayable after three years, will also be available.
Insured farmers may receive indemnification from the Philippine Crop Insurance Corp., while the ACPC will provide additional credit assistance.
Rains Replenish Water Supply
Despite the agricultural losses, Tiu Laurel said the rains have helped replenish the country’s water supply ahead of the expected El Niño.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) reported that several major dams were pushed close to spilling levels after days of rain.
PAGASA expects a very strong El Niño episode from October to December, potentially lasting into early next year.
GSIS Prepares Emergency Loans
Meanwhile, the Government Service Insurance System (GSIS) is preparing emergency loans of up to P40,000 for qualified members and pensioners in areas affected by Maymay and the enhanced southwest monsoon once a state of calamity is declared.
Those without existing emergency loans may borrow up to P20,000, while existing borrowers may qualify for up to P40,000, subject to deductions for their outstanding balance.
