On Thursday, January 23, the Department of Environment and Natural Resources (DENR) launched the National Plastic Action Partnership (NPAP) Philippines to address the country’s severe plastic waste problem. With the Philippines generating 2.7 million metric tons of plastic waste annually, the country is one of the top contributors to global marine plastic pollution.
Environment Secretary Maria Antonia Yulo Loyzaga stressed that this issue not only harms the environment but also threatens biodiversity, public health, and sustainable livelihoods. Tackling plastic pollution requires a collaborative effort, involving government, businesses, and civil society.
A Roadmap for Change
At the core of NPAP is the development of a National Plastics Action Roadmap, expected to be completed by August 2025. This roadmap will provide a comprehensive assessment of the country’s plastic waste situation, alongside strategies for reducing waste and improving recycling systems. It will also outline investment needs and financing mechanisms to support the country’s transition to a circular economy, where plastic is reused, recycled, and minimized.
The roadmap aligns with the Philippines’ broader environmental and economic goals, aiming to protect ecosystems and promote sustainable growth.
Enforcing Extended Producer Responsibility
A critical element of NPAP is enforcing the Extended Producer Responsibility (EPR) Act of 2022, which mandates that businesses manage the plastic waste they produce. By 2023, producers must recover at least 20% of their plastic waste, with a target of 40% by 2024. The DENR is committed to strengthening EPR implementation and ensuring compliance.
As of May 2024, 917 companies have registered under the program, but penalties for non-compliance, including the potential revocation of business permits, are being considered. The DENR is also working with other government agencies to incentivize companies that meet the EPR targets.
