Torre's retirement signals a transition in PH police leadership.

Gen. Nicolas Torre III ends his service in the Philippine National Police (PNP), concluding a career that included leadership at the country’s top law enforcement agency. Barely a year after his removal as PNP chief, his retirement has been officially approved by the National Police Commission (Napolcom), signaling a transition in police leadership.

The move formalizes Torre’s shift from national policing to public service roles outside the force, following his recent appointment as general manager of the Metropolitan Manila Development Authority (MMDA).

Official Retirement and Benefits

Torre’s retirement was announced through General Order NHQ-GO-OR-2026-330 dated January 19, 2026, issued by the PNP Directorate for Personnel and Records Management.

“[Torre] is optionally retired from the PNP service effective Dec. 26, 2025, with 5th [longevity pay] and retirement benefits equivalent to his present rank as approved by the Napolcom Resolution 2026-0029 dated Jan. 19, 2026,” the order read, paving the way for acting PNP chief Lt. Gen. Jose Melencio Nartatez Jr. to be formally appointed and elevated to four-star general.

Transition From PNP to MMDA

After his removal as PNP chief, Torre said he would decide on retirement only once offered another post. On December 26, 2025, he was named MMDA general manager, a role that Napolcom noted automatically meant he resigned from the police force, or “ipso facto.”

This transition closes a chapter of leadership within the PNP, allowing the organization to stabilize under Nartatez while ensuring continuity in law enforcement operations. For ordinary Filipinos, this change in leadership may influence the consistency of public safety policies, crime prevention, and traffic management programs in Metro Manila and across the country.
