Strengthening Defense Ties: PH and Canada Sign MOU for Visiting Forces Agreement

In a significant move coinciding with the 75th anniversary of diplomatic relations, the Philippines and Canada recently signed a Memorandum of Understanding (MOU) in Camp Aguinaldo, Quezon City on January 19, aiming to establish a Visiting Forces Agreement (VFA).

Expressing satisfaction, Defense Secretary Gilbert Teodoro Jr. highlighted the commitment to deepen and strengthen bilateral relationships. Emphasizing mutual trust and confidence on a people-to-people basis, he stressed that dealing straightforwardly, openly, and in a rules-based manner reinforces this trust, transcending political changes and the tests of time.

A Framework for Cooperation

The MOU marks the initiation of cooperation between the defense and military establishments of the Philippines and Canada. It covers various aspects, including military education, training exchanges, information sharing, peacekeeping operations, and disaster response, among others. This collaboration comes amid escalating tensions in the West Philippine Sea due to China’s aggression, prompting the Department of National Defense (DND) in the Philippines to enhance partnerships with like-minded countries.

Anticipating intensified engagements once the VFA is realized, Filipino and Canadian troops are expected to conduct military exercises, similar to the existing arrangement between the Philippines and the United States. 

Canada's Indo-Pacific Strategy

David Bruce Hartman, Canada's Ambassador to the Philippines, conveyed his country's intention to advance relations with the Philippines and the broader region, as outlined in Canada's Indo-Pacific Strategy. This reaffirms Canada's commitment to playing an active role in the Indo-Pacific region, further solidifying its diplomatic ties with nations in the area.

A Discussion on Global Security

Earlier that day, representatives from both the Philippines and Canada, led by Assistant Secretary for Strategic Assessments and International Affairs Marita I. Yoro and Assistant Deputy Minister (Policy) Peter Hammerschmidt, respectively, also gathered to share perspectives on global security concerns. The meeting delved into conversations about upcoming activities and initiatives between the two nations.
