Building A Skilled Workforce: How Investments In Human Capital Drive Growth In The Cordillera

The Cordillera Administrative Region (CAR) has seen impressive growth, driven by strategic investments in its workforce. As of October 2024, CAR's employment rate stands at 97.7%, surpassing the national average of 96.1%. Central to this success is the region’s focus on human capital development, particularly in response to the growing demand from the tourism sector.

Tourism as a Catalyst for Job Creation

Tourism remains a key driver of CAR’s economy, with Baguio City being the primary destination for visitors. As tourism grows, so does the need for a skilled workforce. The Department of Tourism-Cordillera (DOT-CAR), led by Director Jovita Ganongan, has worked with local stakeholders to upskill and reskill workers. These efforts have reached beyond traditional hospitality roles, offering training to taxi drivers, senior citizens aspiring to be tour guides, and even local police officers. In 2024 alone, over 20,000 individuals received training to enhance the quality of service across the region.

TESDA’s Role in Empowering the Workforce

The Technical Education and Skills Development Authority (TESDA) has played a pivotal role in skill development. In 2024, TESDA allocated PHP500 million for tourism-related training programs in CAR. These programs covered a range of fields from hospitality to organic agriculture, benefiting over 66,000 individuals across the region. With a 91.94% certification rate, TESDA’s initiatives have significantly increased the employability of CAR residents, especially in sectors like tourism and local agriculture.

Expanding Beyond Baguio

While Baguio remains the region's top tourist destination, the Department of Tourism is working to promote other areas in CAR. With average weekly arrivals of 20,000 to 30,000 tourists, the goal is to spread the benefits of tourism to other provinces, easing congestion in popular spots and creating new opportunities for local communities.
