LTFRB Sets 2026 Goal For Full Digitalization Of Services

The Land Transportation Franchising and Regulatory Board (LTFRB) is moving toward a fully digital system by 2026 as part of efforts to modernize public transport operations and streamline government transactions.

Digital Shift to Curb Fixers and Improve Service

According to LTFRB Chairman Vigor Mendoza II, the board is now wrapping up preparations for a full digital shift that will eventually allow all applications, petitions, motions, and related transactions to be filed and processed online. The initiative is designed to make government services more accessible while keeping up with a population that is increasingly reliant on technology in daily life.

Mendoza explained that the move aims to meet the growing demand for faster and more transparent services. He added that digital platforms will also minimize unnecessary human interaction in transactions.

“Once we complete this transformation, we will also be able to address the perennial problem of fixers because online transactions will be direct, fast, comfortable, and with less human intervention,” the LTFRB chief said.

Part of Broader Public Transport Modernization

The planned digital overhaul forms part of the broader Public Transportation Modernization Program (PTMP), where the LTFRB plays a key regulatory role. The program covers measures such as route rationalization and upgrading public transport fleets to improve passenger safety and efficiency. Mendoza emphasized that improving internal systems is essential if the government is serious about upgrading public transportation nationwide. 

“The LTFRB digital transformation must be pushed side by side with PTMP. It does not make sense to talk about modernizing public transportation while still using old systems for processing transactions,” he said.

If the digitalization plan is completed as targeted in 2026, commuters and transport operators may expect faster processing times, reduced paperwork, and fewer opportunities for fixer-driven schemes. This shift has the potential to make government services less frustrating and more transparent, a key step toward a public transport system that works better for everyone.
