Digitalization Hurdles Challenge Health Care System - Says DOH Chief

Teodoro Herbosa, secretary of the Department of Health (DOH), stated that the Philippines still has difficulty digitizing healthcare despite adjusting to the new normal of healthcare after the COVID-19 pandemic.

One of the reasons is the nation's geographical location, where roughly 60% of homes do not yet have access to the Internet.

"About 12 percent of Filipinos lack electricity, hindering digital technology use, especially in isolated areas," Herbosa said during his talk at the Global Health Care Week in Abu Dhabi.

Inadequate infrastructure

Despite advancements in digital healthcare during the Covid-19 pandemic where telemedicine became available, infrastructure outside the National Capital Region still lacks sufficient capacity, said Herbosa.

The development of telemedicine made it possible to provide remote medical care to patients during the pandemic.

Herbosa emphasized the value of funding telehealth and digital literacy initiatives to address digital obstacles.

"As we navigate the intersection of technology and healthcare, we must remember that behind every data point and digital interface, there's a human being seeking care and compassion. Let's harness the power of innovation responsibly, ensuring that it serves humanity rather than replacing it," he said.

Healthcare week goal

The Healthcare Week aims to convene global health leaders to talk about the issues and developments in the field.

Since taking office as Health Secretary last year, Herbosa's main two priorities have been digitizing the nation's healthcare system and facilitating access to crucial medications.

Herbosa was an adviser to the COVID task team of former president Rodrigo Duterte's administration and the undersecretary of DOH under Benigno Aquino III.
