Starting next month, the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) will take on full responsibility for managing renewable energy projects within its jurisdiction. This shift–outlined in a new transition agreement between the Ministry of Environment, Natural Resources, and Energy (Menre) and the national Department of Energy (DOE)--marks a significant step in BARMM’s journey toward greater self-governance.
Smooth Transition of Energy Oversight
The transition agreement ensures a seamless transfer of authority over renewable energy service and operating contracts from the DOE to Menre. This will include all active contracts previously awarded to energy concessionaires within the region. Both agencies are working to complete the transition by December 31, 2024, although they may extend the deadline if necessary. Energy Secretary Raphael Lotilla emphasized that the move will foster long-term benefits for the region, such as improved energy access, environmental sustainability, and economic growth.
As part of the handover, the DOE’s Renewable Energy Management Bureau (REMB) will continue providing support to BARMM. This includes training BARMM officials on energy policies, contract management, and other operational matters. Additionally, all relevant data and documents related to renewable energy projects in the region will be transferred to Menre, ensuring a smooth transition and effective oversight moving forward.
Strengthening BARMM’s Energy Governance
This transfer of responsibility represents a key milestone in BARMM’s autonomy, enabling the region to have direct control over its renewable energy resources. With greater oversight, BARMM can tailor energy policies to meet local needs, promote sustainable development, and enhance energy security. The transition is also expected to create more economic opportunities, especially through local renewable energy projects that can generate jobs and stimulate regional growth.
