Leaders in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) have been encouraged to prioritize employment, education, and poverty reduction while maximizing the region's natural resources to improve the lives of Bangsamoro communities.
BARMM Labor and Employment Minister Muslimin Sema stressed that public service should always center on the welfare of the people, saying that government leaders have a responsibility to ensure that development efforts directly benefit ordinary families across the region.

Strengthening Livelihoods and Basic Services
Sema emphasized that raising the standard of living in BARMM requires stronger livelihood opportunities and sustained government support for essential services. He said the regional government should ensure that families have access to the five basic needs—food, clothing, shelter, education, and health care—as part of its poverty reduction efforts.
Speaking on the matter, Sema said, “The BARMM government should give the provision of the five basic needs and uplift the livelihood of the Bangsamoro people so that no family among the citizens falls into poverty.”
Aside from serving as BARMM Labor and Employment Minister, Sema is also chairman of the Moro National Liberation Front and president of the MNLF regional political party, the Bangsamoro Party, which is running as a party-list in the Sept. 14, 2026 polls.
Developing Resources for Long-Term Growth
Sema also pointed to BARMM's abundant resources as a key driver of future economic growth, saying these should be developed responsibly to create more opportunities for local residents.
He noted that expanding infrastructure, including roads, communication networks, and energy facilities, remains important to support economic activity across the region. He also underscored the need to strengthen education while creating more jobs and livelihood opportunities for every Bangsamoro family.
Reiterating his vision for the region, Sema said, “This is what can be called a peaceful and quiet life that every family in BARMM will experience if their basic needs are guaranteed to be met.”
The minister's wife, Bai Sandra-Sema, is a former district representative of Maguindanao Del Sur and Cotabato City and is recognized as the mother and principal author of the Bangsamoro Organic Law.
Improving access to employment, education, infrastructure, and essential services can help reduce poverty, encourage investment, and promote long-term peace and stability in BARMM. For residents, these initiatives could translate into better livelihoods and greater economic opportunities, while contributing to more inclusive growth across Mindanao and the rest of the Philippines.
