Bulacan’s public markets were celebrated for their innovation, consumer-friendly services, and tourism appeal during the Huwarang Palengke 2025 awards, organized by the Bulacan Consumer Affairs Council (BCAC) and the Department of Trade and Industry (DTI). The recognition highlighted markets that go beyond compliance to foster economic growth and enhance local tourism.

El Mercado de Calumpit Leads the Winners
Topping the list of awardees was the newly constructed El Mercado de Calumpit, which was also cited as the Most Improved Public Market in the large market category, followed by markets in San Ildefonso and Hagonoy. The market has become a key tourist attraction under the growing trend of “Palengke Tourism”, promoted by the Department of Tourism in partnership with the Central Luzon Tourguides’ Association and Orante’s Catering Services, which pioneered floating restaurant operations in the area.
Calumpit Mayor Glorime Faustino received the award during the extended celebration of Consumer Welfare Month at the Hiyas ng Bulacan Cultural Center in Malolos City. The recognition comes after a three-year, P399-million reconstruction of the market, funded through a Development Bank of the Philippines loan. The upgrade addressed long-standing flooding issues, expanded space, and elevated the market above road level for better accessibility. A standout feature is the giant freshwater prawn (ulang) sculpture, reflecting the local aquatic culture along the Angat River.
Other Notable Awardees and Special Recognitions
In the medium market category, the newly rebuilt Pulilan Public Market, funded by a P300-million Land Bank of the Philippines loan, was elevated to the Hall of Fame, alongside the markets of San Rafael and Angat. For small markets, Bustos Public Market took first place, with Pandi Public Market securing second.
Special awards also recognized markets for digital readiness and environmental stewardship. Angat and Plaridel markets received the Most Digital-Ready Market honors for implementing the Paleng-QR digital payment system, while Doña Remedios Trinidad earned the Eco-Friendly Market award.
Championing Consumer Welfare and Innovation
DTI Central Luzon Regional Director Edna Dizon praised the winners for championing consumer rights and welfare. She highlighted that the awardees went beyond standard compliance, demonstrating strong adoption of digital payment solutions and market modernization initiatives aimed at improving efficiency, hygiene, and accessibility for both consumers and vendors.
The Huwarang Palengke awards continue to encourage public markets across Bulacan to innovate, integrate technology, and serve as both economic and tourist hubs, ensuring the province remains a model for modern market development.
