The City Government of Ilagan is placing education and inclusive development at the forefront of its 14th Cityhood Celebration by launching the City of Ilagan College (CIC) and expanding scholarship opportunities for members of the Agta tribe.
The two initiatives are among the major programs lined up for the city's celebration on Aug. 11, 2026, reflecting the local government's efforts to make higher education more accessible while creating opportunities for Indigenous communities.

Agta Students Receive Expanded Scholarship Support
Mayor Jay Diaz announced that the city has finalized its scholarship program for young members of the Agta tribe, allowing them to pursue higher education in the institution of their choice.
According to Diaz, eligible scholars may enroll either at the City of Ilagan College (CIC) or Isabela State University, depending on the course they wish to take.
“They can choose the courses they want to pursue and where do they want to study — CIC or Isabela State University — and they will also be provided dormitory,” Diaz said.
Aside from dormitory accommodations, the city government will also provide Agta scholars with a monthly allowance to help support their studies.
New City College Marks Regional Milestone
The opening of the City of Ilagan College (CIC) on Aug. 12 also marks a significant milestone for education in Cagayan Valley, as it becomes the first college in Region 2 owned and operated by a local government unit.
Diaz said the institution will initially offer Bachelor of Science in Medical Technology, Radiologic Technology, Information System, Psychology and Nursing.
Explaining the school's vision, the mayor said, “CIC intends to provide high-quality yet affordable education that offers health-allied courses for students not just in Ilagan City but nearby towns and municipalities.”
Prior to its opening, the college underwent a Regional Quality Assessment conducted by the Commission on Higher Education (CHED) to evaluate its facilities, equipment, faculty qualifications, and compliance with operational requirements.
The inspection was led by CHED Regional Director Julieta Paras, who commended the city's preparations.
“This is indeed a milestone for the City of Ilagan and for CHED Region 2,” Paras said.
She further remarked, “It’s a big establishment. I had the opportunity of meeting the officials of the school community. I told them that Mayor Diaz set the bar of higher education in Region 2. I also saw the solid support of the city council in coming up with quality education in the City of Ilagan. We’re so impressed with the facilities, the infrastructure.”
Paras also recognized the speed with which the city completed the project, saying, “But Mayor Diaz was so determined to put up a very impressive infrastructure, signaling its readiness to operate.”
Beyond the education initiatives, the cityhood celebration will also feature several community activities. From Aug. 5 to 15, the local government will hold a Thrift Market & Coop Trade Fair at the City of Ilagan Promenade, while the 7th JLD cheer dance competition and a half marathon are scheduled on Aug. 9.
The launch of a locally managed college and expanded scholarship opportunities highlights Ilagan City's investment in human capital. For students, especially those from Indigenous communities, these programs can open doors to higher education and better career opportunities, while helping produce more skilled professionals who can contribute to the long-term growth of Isabela and the rest of the country.
