Flooding has long been one of Manila's biggest challenges, especially during heavy rains. Now, the city is turning to artificial intelligence (AI) to stay one step ahead.
Mayor Isko Moreno announced that the Manila city government has invested in AI-powered technology capable of predicting floods up to two hours before they occur, giving authorities more time to prepare and respond.
AI and Drones Help Detect Flood Risks
The city is using an AI-powered drone equipped with 3D mapping technology to create highly detailed maps of Manila's structures with millimeter-level precision.
According to Moreno, the system analyzes rainfall, water volume, and land elevation to determine where flooding is likely to happen. Once the city's drainage network has been fully mapped, officials can identify flood-prone areas within minutes and issue warnings up to two hours in advance.
The technology is expected to improve emergency response by allowing residents to evacuate earlier and helping authorities minimize damage to lives and property.
A Smarter Digital System for the City
The flood prediction system is part of Manila's broader digital transformation. Using a Geographic Information System (GIS) powered by ArcGIS, the city also monitors the location and condition of electric posts, zoning compliance, and other critical infrastructure across all districts.
The platform also serves as a centralized database for key government information, including real property records, business data, and healthcare information, making it easier for city officials to make informed decisions.
Investing in the Future of Manila
Moreno said the city will continue strengthening its digital infrastructure so future administrations can rely on accurate, real-time data when making decisions.
The city's efforts have already gained international recognition. Last week, the Manila City Disaster Risk Reduction and Management Department received an award in San Diego, California, for its innovative use of GIS technology in disaster response.
