Makati Opens PH’s First LGU-Run Modern Animal Care Facility

Makati City has officially launched the country’s first local government-operated modern animal care center, reinforcing its commitment to responsible pet ownership and animal welfare. The Makati Animal Care and Adoption Facility (MACAF), located along Sultana Street in Barangay Olympia, was inaugurated by Mayor Abigail Binay on June 24, 2025.

This pioneering initiative is the first of its kind in the Philippines, offering a wide range of veterinary and adoption services under the city’s public service umbrella. Mayor Binay emphasized that the center reflects Makati’s broader vision of building inclusive communities — where compassion extends not only to people but also to animals.

“We are honored to be the first local government unit to open this facility, which is dedicated to the care and protection of animals,” Binay said in a statement.

Free Services and Shelter for Strays

MACAF provides free veterinary consultations every Monday, while services such as vaccinations, deworming, and microchipping are available from Tuesday to Friday. Spaying and neutering procedures are offered by appointment. The facility also includes an adoption program that encourages residents to give rescued animals a second chance at life in loving homes.

The facility is equipped with quarantine areas, a surgery room, recovery spaces, grooming stations, and even food preparation areas to ensure comprehensive care. Stray, abandoned, and rescued animals brought to the shelter undergo full health evaluations before being cleared for adoption or release.

“With this facility, we hope to promote greater awareness for animal welfare and promote a culture of care, love, and concern for them in our homes and in our communities,” Binay shared.

Built to Raise Standards in Animal Welfare

Designed to meet global standards, the center includes a state-of-the-art veterinary clinic and spaces dedicated to education and community outreach. Makati has partnered with the Animal Kingdom Foundation and Biyaya Animal Care to strengthen rescue, rehabilitation, and rehoming efforts across the city.

Mayor Binay said this is only the beginning of Makati’s long-term plan to become a national leader in humane and sustainable urban governance. Future efforts include mobile veterinary services and pet care seminars in barangays to further engage residents. “The way we treat animals says a lot about our society,” Binay noted, adding that MACAF stands as a model of how compassion and innovation can shape public service.

With MACAF, Makati is setting a new benchmark—not only in pet care, but in how cities can responsibly care for every living member of their community.
