MMDA: No E-Bikes In Metro Manila

The Metropolitan Manila Development Authority (MMDA) will impose a ban on e-trikes and e-bikes on major roadways in Metro Manila beginning on April 15.

The ban applies to the 19 designated roads, while local government entities may add other highways, if they deem necessary. These roads include:

  • Recto Avenue
  • Pres. Quirino Avenue
  • Araneta Avenue
  • EDSA
  • Katipunan/CP Garcia
  • Southeast Metro Manila Expressway
  • Roxas Boulevard
  • Taft Avenue
  • Osmeña Highway
  • Shaw Boulevard
  • Ortigas Avenue
  • Magsaysay Boulevard/Aurora Boulevard
  • Quezon Avenue/Commonwealth Avenue
  • A. Bonifacio Avenue
  • Rizal Avenue
  • Del Pan/Marcos Highway/McArthur Highway
  • Elliptical Road
  • Mindanao Avenue
  • Marcos Highway

About the resolution

The restriction shall be enforced in accordance with the MMC's Implementing Rules and Regulations (IRR), providing at least 15 days for information drives before the start of enforcement.

Meanwhile, e-bikes with pedal assistance will be permitted on busy roads as long as they are ridden in designated bike lanes.

There will be a P2,500 punishment for violators. E-bike riders must possess a valid driver's license; otherwise, their vehicles will be seized if they are discovered.

In response to concerns about road safety, the Metro Manila Council (MMC) passed Resolution 2024-022, which serves as the basis for this enforcement.

Doing it for safety

The MMDA stressed that the rule is intended to protect public safety, particularly since some e-trike owners permit children to operate their vehicles on public roadways.

According to MMDA data, electric vehicles were involved in 554 traffic crash events in 2023.

The MMDA made it clear that enforcement against e-vehicles is not new, despite some groups' complaints about their discrimination. In 2020, a memorandum was published forbidding e-vehicles on national roads and important thoroughfares.

"E-Bikes" refers to all electric two-, three-, and four-wheel vehicles
