The Land Transportation Office (LTO), together with the Department of Transportation (DOTr), has launched a new digital platform aimed at dramatically shortening the time motorists wait for license plates and registration documents. The initiative seeks to end months—or even years—of delays and streamline vehicle release for buyers.
The Plate Registration Management Information System (PRMIS) promises to deliver Official Receipt/Certificate of Registration (OR/CR) and license plates within three days of vehicle purchase. This milestone follows the recent resolution of an 11?year backlog of motorcycle plates—a longstanding issue facing Filipino motorists.

Digital Overhaul to Slash Waiting Times
Transportation Secretary Vince Dizon announced that the new system is part of the government’s push to digitize services, meeting President Marcos’s directive to deliver faster, more convenient public service.
“To our motorists, you can be confident—now that President Bongbong Marcos has forced us to find a way to expedite the release of license plates. You can get your license plates in a maximum of three days,” Dizon said.
He highlighted that this is a major improvement over previous delays.
“Before, our countrymen had to wait for their license plates, OR/CR. It would take years. Now, it’s faster,” he explained.
The initiative aims to eliminate the prolonged delays that previously left car owners waiting months or even years for their plates, and represents a shift toward fully automated processing.
Ending Backlogs and Pushing Delivery
The push to clear the 11?year motorcycle plate backlog paved the way for the PRMIS launch.
“With the LTO finally solving the plate backlog in the past 11 years… we can say that this new platform is the Bagong Pilipinas way of ensuring na hindi na tayo magkakaroon ng backlog sa plaka,” Dizon said. “To the car dealerships, help us so that our countrymen can get their license plates at least the same day. We will roll this out nationwide in the coming days.”
Under the new scheme, car dealerships will work closely with LTO to process registrations as early as purchase day. Dizon urged dealerships to assist in speeding up the process.

What Motorists Can Expect
Motorists can expect complete registration and plate issuance within three days, with some dealerships aiming for same-day release as digital adoption increases nationwide. Starting in Metro Manila, Region III, and Region IV?A, the PRMIS is being rolled out across the country.
DOTr and LTO officials emphasized that this system marks a permanent shift—a key service improvement under the “Bagong Pilipinas” initiative. Motorists are now reassured that vehicles will not leave dealerships without proper documentation and plates, thanks to automation and better coordination.
