Free WiFi, Lower Costs: What’s Next In The Push For Digital Inclusion

A slight dip in the Philippines’ 2025 GSMA Mobile Connectivity Index (MCI) score has prompted renewed focus on digital inclusion. Scoring 67.69—down from 68.31 in 2024—the country received high marks for infrastructure (80.2) and consumer readiness (82.7), but lagged in affordability (48.5) and content and services (65.3).

Rather than view the report as a setback, the Department of Information and Communications Technology (DICT) called it a timely reminder of the country’s ongoing digital access challenges. “This reinforces our drive to bridge the digital divide, in line with President Marcos’ goal of a connected and inclusive Philippines,” the agency said.

Legislative Reforms to Speed Up Connectivity

One of the key solutions the DICT is pushing for is the passage of the Konektadong Pinoy Act. The proposed law aims to ease broadband rollout by promoting open-access policies, enabling infrastructure sharing among telcos, and simplifying permitting processes.

“These reforms are expected to lower internet costs by 2028 and fast-track high-quality internet in both urban and rural communities,” the DICT explained. By encouraging competition and reducing regulatory bottlenecks, the department believes the law can create a more accessible digital ecosystem for all.

Expanding Free WiFi and Digital Skills

Complementing legislative efforts, the DICT continues to scale its Free WiFi for All program—particularly in geographically isolated and disadvantaged areas (GIDAs). But access alone isn’t enough. The department is also investing in digital literacy and training programs to help Filipinos maximize the benefits of being connected.

“We’re tackling this from all angles—lowering costs, expanding access, and empowering users,” the DICT said. “The goal is not just connectivity, but inclusion. We want every Filipino to have the tools and knowledge to thrive in a digital world,” they added.
