New Law Doubles Public School Teachers' Chalk Allowance

In an effort to alleviate the financial burden on teachers, President Bongbong Marcos Jr. signed a significant measure into law. This initiative, known as the Kabalikat sa Pagtuturo Act, will double the annual "chalk allowance" for over 930,000 public school teachers, raising it from P5,000 to P10,000.

During the signing ceremony, Marcos emphasized the importance of supporting educators. Saying, "Teachers teach because they feel they have to teach and they want to teach, and that’s why we must give them the support so that they are allowed to do precisely that.”

He also highlighted how the new law aligns with the advancement of the "Matatag" Agenda, a framework aimed at enhancing the stability and quality of education in the country. 

Financial Relief for Educators

The newly enacted Kabalikat sa Pagtuturo Act is aimed at reducing the out-of-pocket expenses teachers incur for classroom supplies. By doubling the yearly allowance, the law seeks to alleviate the financial strain on teachers, enabling them to concentrate more fully on their essential educational roles without worrying about the cost of necessary teaching materials. The law reflects a substantial commitment to improving the working conditions of teachers, who have long advocated for better support from the government.

Historical Context of the Chalk Allowance

Malacañang highlighted the significance of this legislative milestone, noting that it marks the largest increase in the chalk allowance to date. Historically, public school teachers have received varying amounts to cover their teaching expenses, starting from a modest P100 in 1988. Over the years, this amount has seen incremental increases, reaching P5,000 by 2021. The Kabalikat sa Pagtuturo Act's implementation signifies a notable improvement in the support provided to teachers. 

The President's endorsement of this act underscores his administration's commitment to empowering teachers and, by extension, improving the overall educational system in the Philippines.
