Motorcycle Riders Win Big As 'Doble Plaka' Law Is Repealed

Senators on Thursday, May 15, welcomed the signing of Republic Act 12209, which officially repeals the controversial “doble plaka” (double plate) requirement for motorcycles. Signed by President Ferdinand R. Marcos Jr. on May 9, the new law amends the Motorcycle Crime Prevention Act (RA 11235), removing the mandatory front metal plate and easing penalties.

“This is a victory for the motorcycle-riding community,” said Senate Majority Leader Francis Tolentino, the law’s principal sponsor and co-author. 

“It’s landmark legislation and a legacy of the 19th Congress that addresses the everyday concerns of millions of riders,” he added.

Removing Risks, Easing Burdens

RA 12209 eliminates the front plate mandate, a key complaint among riders who said it compromised motorcycle safety and design. Lawmakers and stakeholders also pointed to long-standing delays in plate production, which made full compliance impossible.

The law also sets a firm deadline for the Land Transportation Office (LTO) to clear its backlog of license plates by June 30, 2026. This aims to streamline distribution and ease frustration among motorcycle owners.

Senator Joseph Victor Ejercito, who pushed for the reforms, said the law reflects “fairness and common sense.”

“The front plate was not only impractical but also posed safety risks. This new law protects the public without unfairly penalizing riders,” he added.

A Fulfilled Promise to Riders

Ejercito called the law’s passage a “fulfilled promise” from his 2022 campaign and credited its success to the strong support of rider groups, fellow legislators, and transport advocates.

“Hindi na nga ma-supply ang plate numbers, dodoblehin pa sana. This law finally corrects that,” he stressed.
