PH Set To Acquire Advanced Defense Equipment From Japan

Department of National Defense (DND) Secretary Gilberto Teodoro Jr. said the Philippines is poised to access high-quality military equipment from Japan following a major policy shift that eases restrictions on defense exports.

Teodoro said the development will allow the country to obtain modern and reliable defense systems, strengthening domestic resilience while enhancing its role in maintaining regional stability. He emphasized that improved military capability will help the Philippines uphold its rights under international law through credible deterrence.

Japan Policy Shift Expands Defense Access

Japan recently revised its “Review of the Three Principles on Transfer of Defense Equipment and Technology” along with its implementation guidelines, allowing the export of defense equipment—including those with lethal capabilities.

Previously, exports were restricted to noncombat categories such as rescue, transport, surveillance, warning, and minesweeping. Under the updated framework, equipment will now be classified as either “weapons” or “non-weapons,” significantly broadening the range of items that can be transferred to partner countries like the Philippines.

PH-Japan Security Partnership Deepens

Teodoro expressed appreciation for Japan’s continued support through its Official Security Assistance (OSA), as well as its assistance during natural disasters. He said both nations remain committed to strengthening cooperation and pursuing shared security goals.

He also highlighted the anticipated visit of Shinjiro Koizumi, Japan’s Defense Minister, noting that discussions will focus on establishing mechanisms for a stronger and more responsive alliance between the two countries.

Safeguards Remain Despite Expanded Exports

Despite the broader export policy, Japan maintains restrictions on arms transfers, particularly to countries engaged in active conflict. However, exceptions may be granted under special circumstances, taking into account Japan’s national security interests.

The policy shift signals a more proactive defense stance for Japan while opening new opportunities for the Philippines to modernize its military and strengthen its strategic position in the region.
