PH and Qatar Strengthen Bilateral Ties Through Nine Agreements

Manila, April 22, 2024 - The Philippines and Qatar marked a significant milestone in their diplomatic relations with the signing of nine bilateral agreements during the State Visit of Qatar’s Emir Sheikh Tamim bin Hamad Al Thani to Manila. These agreements encompassed diverse areas including combating human trafficking, enhancing seafarers’ welfare, fostering tourism, promoting sports, addressing climate change, facilitating youth cooperation, and easing visa requirements.

Combating Human Trafficking: Strengthening Legislative Measures and Public Awareness

The Memorandum of Understanding (MOU) signed between the two nations underscores their joint commitment to combating human trafficking. This agreement focuses on advancing labor protection through legislative exchanges and research collaboration. Both countries aim to implement joint projects, exchange legislations, and promote public awareness to eradicate this global scourge.

Recognition of Seafarers: Ensuring Maritime Safety and Compliance

Another crucial MOU involves the mutual recognition of seafarers’ certificates, aligning with the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW Convention). This agreement, facilitated by the Philippines’ Maritime Industry Authority and Qatar’s Ministry of Transport, ensures the seamless deployment of seafarers while upholding stringent safety standards.

Climate Change Cooperation: Pursuing Transformative Climate Action

In a joint effort to combat climate change, the Climate Change Commission of the Philippines and Qatar’s Ministry of Environment and Climate Change have committed to enhancing technical cooperation and capacity-building. Aligned with the Paris Agreement, this collaboration aims to promote knowledge sharing and facilitate transformative climate action in mitigation, adaptation, and technology transfer.

Sports Cooperation: Fostering Athletic Exchange and Collaboration

The Philippines and Qatar have pledged to deepen their cooperation in sports, facilitating exchanges of delegations, coaches, and expertise. By sharing experiences and organizing joint events, both nations aim to enhance their sporting capabilities and promote healthy lifestyles among their citizens.

Tourism Cooperation: Boosting Tourist Flows and Investment

With an eye on promoting tourism, both countries have agreed to collaborate on marketing initiatives and tourism development. By encouraging tourist exchanges and facilitating cooperation between travel agencies, this MOU seeks to enhance the attractiveness of both nations as tourist destinations and stimulate economic growth in the sector.

Youth Cooperation: Empowering the Next Generation

A key focus of the bilateral agreements is empowering youth through enhanced cooperation in various fields. By facilitating exchanges of youth delegations and promoting youth-related research and activities, the Philippines and Qatar aim to nurture future leaders and promote socio-economic development.

Visa Requirements Waiver: Facilitating Official Missions

To streamline official travel between the two countries, an agreement has been reached to waive visa requirements for holders of valid diplomatic and official passports. This move will facilitate smoother diplomatic exchanges and bolster cooperation across various sectors.

Strengthening Business Ties: Chambers of Commerce Collaboration

In addition, two more MOUs were signed between the Philippine Chamber of Commerce and Industry and the Qatar Chamber of Commerce and Industry, as well as between the Davao City Chamber of Commerce and Industry and the Qatar Chamber of Commerce and Industry. These agreements aim to enhance trade relations, foster business partnerships, and drive mutual prosperity.
