Cagayan de Oro Overtakes Davao With Mindanao’s Biggest Hotel Pipeline

Cagayan de Oro now has the largest hotel pipeline in Mindanao, with 1,293 rooms (called “keys” in the industry) in development compared with Davao’s 655, BusinessWeek Mindanao reported, citing the 2026 Philippine Accommodation Pipeline Report released on September 25.

A hotel pipeline refers to hotels that are planned or under construction.

Key Findings

  • Cagayan de Oro ranks 10th nationwide, with five properties totaling 1,293 keys, and first in Mindanao.
  • Mindanao now has 21 tracked properties, up from 16 two years ago, a 31% increase.
  • Siargao accounts for six of the 21, averaging 69 keys each, a sign of a shift toward smaller, lifestyle-led hotels.

What Kinds of Hotels?

Here are the different types of hotels across Mindanao’s pipeline, according to the report:

  • Upper midscale (P4,501–P6,000 a night): nine properties, 1,511 keys, 52% of the total.
  • Upscale (P6,001–P8,500): four properties, 1,145 keys, 39%.
  • Luxury (above P11,000): two properties, 140 keys, 5%.

The report called the luxury share a sign of the “emerging sophistication and internationalization” of Mindanao’s key cities.

New Brands Coming to CDO

Cagayan de Oro will also get its first branded residences. Projects named in the report include:

  • Radisson Blu Hotel and Residences, Cagayan de Oro (Uptown).
  • Citadines by Ascott Apart|Hotel (Uptown).
  • Dusit Princess Firenze (Lapasan).

Radisson and Ascott rank second and fourth among the top international operators in the country’s pipeline, with 4,052 and 3,170 keys nationwide, respectively.

About the Report

The report was prepared by the Philippine Hotel Owners Association Inc. (PHOA) with Leechiu Property Consultants. It draws on surveys of more than 50 developers and operators, over 80 site inspections, and interviews with government and industry players, with data gathered through August 2026.

Why It Matters

The report shows more developers are building in Mindanao than at any point it has recorded, and Cagayan de Oro, not Davao, now has the most rooms on the way.
