Malaybalay City LGU Implements Merit-Based System For Public Servants

A meritocracy-based incentive program has been implemented by the Malaybalay City government in an effort to enhance public service and honor exceptional work by staff members.

With a focus on the value of honesty and dedication to public service, Mayor Warren Pabillaran announced adopting the Prime-HRM program, which will institutionalize meritocracy and excellence in human resource management.

Enhancing work

The Director of Civil Service Commission-Bukidnon, Maria Cristina Gorgonia Saligumba, clarified that Prime-HRM aims to improve the caliber of government workers by ensuring that new hires have the abilities and competencies required for their positions.

Rooted in a CSC project, the Prime-HRM system is being implemented concurrently with the agency's month-long 124th founding anniversary celebration.

The program promotes a culture of excellence and ongoing improvement in human resource management within the public sector.

Part of Malaybalay’s efforts

Pabillaran emphasized that the system, which places a premium on responsibility and merit, incentivizes government workers to give their best efforts.

“We need to foster integrity in serving the public, and we do it even when no one is watching us,” Pabillaran said.

Part of Malaybalay's larger initiatives to improve public service standards and guarantee that citizens receive effective and moral assistance from public servants is the meritocracy program.
