The push to expand accessible open spaces in Metro Manila advanced further as the Metropolitan Manila Development Authority (MMDA) opened Phase 4 of the Navotas Greenzone Park and formally turned it over to the city government. The latest development adds fresh breathing room to one of the capital’s most densely packed districts.

Community Spaces Designed for Families
During the turnover ceremony, MMDA Chairman Don Artes emphasized the agency’s commitment to providing neighborhood-level projects that deliver immediate benefits to residents. “We want these parks to be spaces where families can breathe, walk, and gather,” he said.
The newly opened 1,742-square-meter section sits along Daungan Street and Road-10 in Barangay NBBN. It features landscaped shrub areas, paved walkways, plant boxes, benches, lamp posts, and trellises, elements that city officials say help soften the area’s industrial landscape and create a more inviting environment for nearby communities.
Funding, Design, and Local Partnerships
Artes noted that the latest portion of the park was funded through the Department of Budget and Management’s Green, Green, Green Program, supported by the MMDA’s supplemental budget. Earlier phases were built using the agency’s locally generated income.
“Every section we finish shows what we can do when we maximize partnerships and use our resources well,” he added.
The project follows the MMDA’s Adopt-a-Park model, where local governments propose sites and the agency refines, finances, and constructs them. This approach helps ensure each park meets neighborhood needs while following consistent design and construction standards.
Navotas Mayor John Rey Tiangco welcomed the expansion, pointing out that it provides a safe and pleasant venue for exercise, leisure, and community activities. “This is another open space our people can enjoy,” he said.
MMDA officials said the agency will continue coordinating with LGUs to develop similar parks across Metro Manila, supporting a broader effort to protect open spaces and enhance quality of life in densely populated areas.
