The Bases Conversion and Development Authority (BCDA) and the Philippine Tennis Association (PHILTA) have signed a memorandum of understanding to build the Philippine Tennis Center in New Clark City, Tarlac. The agreement was formalized on September 10, 2025, by BCDA president and chief executive officer Joshua Bingcang and PHILTA secretary general and Navotas City Mayor John Rey Tiangco.

“Athletic excellence does not begin on the world stage. It begins in our communities. That’s why the BCDA is extremely proud and looking forward to this project,” Bingcang said in a statement.

A New Training Ground for Aspiring Players

The future Philippine Tennis Center is envisioned to nurture both grassroots talents and elite athletes by providing a world-class venue for training and competitions. “This helps us ensure that every Filipino child with a dream of becoming a tennis player—regardless of where they come from—has the chance to pursue it,” Bingcang added.

New Clark City already hosts state-of-the-art sports facilities such as the 20,000-seater Athletics Stadium and the Aquatics Center, which includes Olympic-standard pools. The addition of a tennis center further cements its status as a national sports hub.

Beyond Sports: Building Communities

While strengthening the Armed Forces of the Philippines (AFP) remains its core mandate, BCDA has also been actively building sustainable cities and infrastructure through public-private partnerships. From tollways and airports to real estate projects, the agency continues to balance development with opportunities for community growth.

The partnership with PHILTA is a step toward not only enhancing sports facilities but also building a legacy for Filipino athletes who aspire to compete on the global stage.
