The Baguio City government is set to launch a new digital tool that empowers residents to report potential hazards in their surroundings—marking a step toward a more community-driven approach to disaster preparedness.
The app, called LIGTAS or Local Incident Gathering Tool for Alerting Safety, enables users to report environmental risks such as unstable slopes, clogged canals, damaged utility posts, or fallen trees. It’s designed to speed up alerts and ensure faster action from city responders.
“With this tool, we want to encourage residents to speak up when they spot danger in their community,” said Charles Bryan Carame of the City Disaster Risk Reduction Management Office (CDRRMO). “It’s not just about reacting to disasters—it’s about preventing them,” he added.
Simple, Accessible, Community-Driven
LIGTAS will be accessible through QR codes posted in barangay halls, schools, and public areas. By scanning the codes, residents can quickly access the reporting platform—no app download required. The official launch is set for later this month.
The initiative builds on the city’s commitment to smarter disaster management, complementing existing tools like the Baguio In My Pocket app, which focuses on emergency response.
Carame noted that LIGTAS isn’t just a tech tool—it’s a movement. “We want to build a culture where everyone sees public safety as a shared responsibility,” he said.
Everyone Has a Role in Safety
The city envisions LIGTAS as a way to shift residents from being passive bystanders to active safety partners. By reporting early signs of danger, citizens help reduce risks before they escalate into full-blown emergencies.
“Disaster preparedness doesn’t begin when a typhoon hits. It begins when one person takes the initiative to report something that could endanger others,” Carame added.
Baguio residents are encouraged to use LIGTAS once launched, and become active contributors to a safer, more resilient city.
