New Voice In Congress Champions Animal Welfare Programs

Cavite 4th District Rep. Francis "Kiko" Barzaga is championing stronger laws to promote responsible pet ownership and animal welfare, with a special focus on addressing the growing stray animal population in communities.

At just 26 years old, Barzaga carries forward the legacy of his late father, former Rep. Elpidio Barzaga Jr., with a fresh commitment to laws that uplift both human and animal welfare.

Promoting Responsible Pet Care

“Gagawa ako ng mga batas para sa mga stray asodogs at posacats,” Barzaga said, stressing that responsible pet care must begin at the community level. Among his key proposals is to revise the Local Government Code to include spay and neuter programs in the responsibilities of city and provincial veterinary offices.

These programs not only promote the health and well-being of pets but also help prevent the increasing number of stray animals through proper population management. By doing so, communities can avoid potential road accidents caused by stray animals suddenly crossing busy streets, making public spaces safer for everyone.

Inspired by Successful Local Initiatives

Barzaga’s advocacy follows the example of successful local programs, including the libreng kapon at ligate in Las Piñas City. Other progressive LGUs like Quezon City, Taguig, and Makati have also embraced free spay and neuter programs, helping reduce stray populations while promoting responsible pet ownership.

With fresh leadership and a clear vision, Barzaga is calling on more local governments and fellow lawmakers to prioritize sustainable animal welfare programs.

“Animal welfare is community welfare,” Barzaga emphasized, inspiring Filipinos to work together for safer, more compassionate neighborhoods—for both people and animals.
