Aparri, Cagayan is set to become a hub for ocean science and innovation with the launch of a Marine Scientific Research Station (MSRS), a new facility aimed at advancing the Philippines’ blue economy and strengthening coastal resilience.
A Strategic Location for Ocean Innovation
The Department of Environment and Natural Resources (DENR) led the groundbreaking ceremony, with Secretary Maria Antonia Yulo Loyzaga highlighting the MSRS as a key part of the country’s marine conservation strategy. The facility will rise at the mouth of the Cagayan River, where it meets the biologically rich Babuyan Channel—an important fishing ground known for spider shrimp or aramang.
“This is more than a building—it represents our commitment to science-based governance, international collaboration, and a resilient future for our marine biodiversity and coastal communities,” Loyzaga said.
Driving Science-Based Marine Governance
With 220 million hectares of marine waters under its jurisdiction, the Philippines has enormous ocean potential that remains largely untapped. Backed by an initial PHP50 million for construction and PHP5 to PHP10 million in annual research funding, the MSRS will focus on deep sea research, biodiversity mapping, and climate monitoring.
To support this work, the DENR has formed an Ocean Environment Task Force and plans to establish an Ocean Bureau to oversee marine governance, similar to existing bureaus for forests and minerals.
Empowering Communities Through Marine Research
More than a scientific hub, the MSRS is envisioned as a community resource. It will host multidisciplinary teams working to inform policy, improve fisheries management, and explore sustainable marine industries. Loyzaga emphasized that its impact should be felt beyond academia.
“These stations are for fisherfolk, young people, and everyone who depends on the ocean for food, livelihood, and identity,” she said.
A second MSRS also broke ground this week in Casiguran, Aurora, signaling the start of a network of marine research centers designed to protect ocean ecosystems and empower coastal communities across the country.
