The Sangguniang Panlungsod has declared a state of calamity here as severe water shortages continue to affect thousands of households amid a prolonged dry spell.
The declaration, contained in Resolution No. 17-444-2026 issued Saturday, came after the worsening water crisis left some 91,425 residents in 58 villages experiencing low water pressure or no water supply.
The Butuan City Water District (BCWD) reported on Sept. 4 that available water sources had dropped to 37.36 million liters per day (MLD), well below the normal supply of 55 MLD.
Dry Spell Drives Water Supply Decline
The city council attributed the worsening shortage to the prevailing dry spell in Agusan del Norte, including Butuan City, which has experienced a significant rainfall deficit.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) confirmed Agusan del Norte’s dry spell status as of Aug. 23.
With water sources continuing to decline, BCWD has been rationing water through designated outlets across the city. However, the current measures have not been enough to meet the needs of affected communities.
Calamity Declaration Opens Emergency Support
The state of calamity declaration allows the city government and barangays to mobilize additional resources and access quick response funds to address the worsening water shortage.
These resources may be used for immediate relief and emergency interventions as authorities work to provide water to affected residents and respond to the continuing impact of the dry spell.
